Clean Air for Schools program

Applications for the Colorado Department of Public Health and Environment Clean Air for Schools program are due by Sunday, April 30.

The program is open to all public, private, charter, parochial, facility and Tribal K-12 schools.

CDPHE is partnering with Carrier West to distribute free HEPA filter portable air cleaners and associated supplies to improve schools’ indoor air quality to lessen exposure to respiratory viruses as well as other pollutants and pathogens that contribute to asthma, allergies and other respiratory illnesses. The model of air cleaner used in the program was chosen because it is quiet and won't disrupt learning, uses about as much energy as a small lamp and requires only one filter change a year. The program is open to all public, private, charter, parochial, facility, and Tribal K-12 schools and early childhood education facilities.

DRAFT Department of Early Childhood Transition Plan Now Available for Public Feedback

The Transition Working Group (TWG) today released the first draft of a plan to establish a new, unified Department of Early Childhood that will align and strengthen the state’s early childhood services and programs, including the voter-approved, voluntary, universal preschool program. The draft Department of Early Childhood Transition Plan, which highlights recommendations for the department’s structure, governance, and priorities, can be found here.
 
We invite you to join us on our statewide listening tour Oct. 11-15 to share the draft plan and gather public feedback. In-person events will be hosted in nine locations across the state; two virtual events will also be held, and Spanish language interpretation will be available. All stakeholders are encouraged to attend. More information, including event details and registration, can be found here.
 
In addition, an online feedback form to collect input on the draft plan is available here. All feedback is requested by Oct. 21.

Frequently Asked Questions About the National School Boards Association’s Letter to the President

On September 29, the National School Boards Association (NSBA) sent a letter to the President asking for federal assistance to stop threats and acts of violence against public schoolchildren, public school board members, and other public school district officials. In the days since, there has been some misinformation about what is—and what is not—in the letter, as well as questions about why NSBA sent the letter. NSBA is providing this Frequently Asked Questions document to help state association members address members’ concerns, correct misconceptions, and more fully explain NSBA’s position.

Why did NSBA send the letter to the President?

NSBA is a nonpartisan organization. This letter is addressed to the President to address a critical safety issue to public schools and school boards—it is not a partisan issue. The pandemic and our heightened political environment have created a lot of tension in our society that is playing out on social media and in everyday interactions, but especially at school board meetings. School board members have been in the spotlight since the start of the pandemic, but the level of vitriol has increased over the last few weeks, especially regarding mask mandates. NSBA also has policy that calls for the safety and health of students, employees, and visitors.

Two Studies Provide Evidence That Masks Protect Children From Coronavirus

The New York Times (9/24) reported that “two studies, published on Friday by the Centers for Disease Control and Prevention, provide additional evidence that masks protect children from the coronavirus, even when community rates are high and the contagious Delta variant is circulating.” One study in Arizona “found that schools that did not require staff and students to wear masks were 3.5 times as likely to have a virus outbreak as schools that required universal masking.” Meanwhile, the second study “looked at infections among all children in 520 different counties across the United States, and found that once the public school year started, pediatric cases increased at a far higher rate in counties where schools did not require masks.” To view the articles, click here and here.

Mental Health America Toolkit

A lot of kids and teens haven't been able to feel safe or stable over the last year because of the trauma caused by the COVID-19 pandemic and the ways it has disrupted “normal” life. MHA’s 2021 Back to School toolkit, “Facing Fears, Supporting Students,” aims to help students, parents, and school personnel recognize how feeling unsafe can impact mental health and school performance, and what can be done to help young people who are struggling with their mental health.

Department of Education's Office for Civil Rights Opens Investigations in Five States Regarding Prohibitions of Universal Indoor Masking

The U.S. Department of Education's Office for Civil Rights (OCR) opened directed investigations in five states exploring whether statewide prohibitions on universal indoor masking discriminate against students with disabilities who are at a heightened risk for severe illness from COVID-19 by preventing them from safely accessing in-person education. OCR sent letters today to the chief state school officers of IowaOklahomaSouth CarolinaTennessee, and Utah, outlining how prohibitions of universal indoor masking prevent school districts from implementing health and safety policies that they determine are necessary to protect students from exposure to COVID-19, including those with underlying medical conditions related to their disability.

U.S. Department of Education Approves Five More State ARP Plans

The American Rescue Plan (ARP) authorized $122 billion in additional pandemic aid funding to K-12 schools this past spring. Since then, the U.S. Department of Education distributed two-thirds of this funding to states via a formula detailed in the legislation. However, the department held back the remaining third of these funds until states and territories submitted plans detailing how they would make use of these resources to support students as they recover from the impact of the ongoing COVID-19 pandemic. The department approved five more of these plans and disbursed the additional funds to those states. States receiving recent approval include Alaska, Connecticut, Illinois, Louisiana, and Minnesota.

Using ARP Funds to Address Lost Instructional Time for Students

The U.S. Department of Education has published a new resource titled “Strategies for Using American Rescue Plan Funding to Address the Impact of Lost Instructional Time.” This guide to help school districts meet the needs of students who have been impacted by learning loss includes information about staffing solutions, social-emotional learning, parental engagement, home visits, assessments, and related areas. The guide also includes resources to help students with disabilities. Through ARP ESSER funding, districts are to utilize a portion of funds to (1) address the academic impact of lost instructional time through the implementation of evidence-based interventions; (2) ensure that the interventions implemented respond to students’ social-emotional, mental health, and academic needs; and (3) address the disproportionate impact of COVID-19 on students from low-income backgrounds, students of color, students with disabilities, multilingual learners, migratory students, students experiencing homelessness, and children and youth in foster care.

New Resource from NSBA’s Center for Safe Schools

As we emerge from a global pandemic, teachers, administrators, parents, and students are reeling from a year of virtual school, public health emergencies, civil unrest, increasing violence, social isolation, and family trauma. As schools return to in-person instruction, we must not lose sight of the foundational elements of school safety while also preparing for the new challenges this past year has presented. The initiatives and strategies discussed in "Returning to School Safely: School Safety Considerations for the 2021-2022 School Year" will assist schools in recovering from the trauma of the past and planning for a more successful future.
