As 2021 nears its close, Legislative Council Staff are reflecting on another year spent doing what we do best - serving the Colorado General Assembly.  The 2021 legislative session brought many new procedures as the COVID pandemic continued to challenge our normal ways of doing business.  The LCS helped the legislature develop new ways for members and the public to safely participate in the legislative process.  We also adopted new and more efficient ways to conduct our work too.  Throughout all the changes of the past year, however, our commitment to serve the Colorado General Assembly safely and effectively remains unchanged.  As you prepare for the 2022 legislative session, please know that LCS staff are available to assist with any issue.

Department of Early Childhood Transition Planning Newsletter

A Message from the ECLC

On Nov. 10, the ECLC unanimously approved the Department of Early Childhood (DEC) Transition Plan, which has been submitted to the Governor and the Legislature. Since the plan’s approval, conversations have shifted to developing recommendations for the new statewide, voluntary, universal preschool program. A report outlining these recommendations will be submitted on Jan. 1, 2022, and the ECLC will have two weeks to approve them. 

On Dec. 7, the Transition Working Group (TWG) released the Draft Universal Preschool Recommendations, informed by the intensive work of the Transition Advisory Group (TAG), the subgroups and other stakeholder engagement through this process, as well as significant previous engagement efforts from stakeholders across Colorado. Standards Revision Process: Social Studies and the Arts

The Colorado Academic Standards revision committees for the Arts and Social Studies have released draft recommendations for revision of the academic standards. The feedback window will be open until Jan. 1, 2022.

The State Board of Education is required to review and revise approximately one-third of the standards beginning in 2022 and an additional one-third every two years thereafter. The review and revision of all academic standards will be divided into three groups and each of the three groups will go through the following cycles:

Draft Universal Preschool Recommendations - Coming Soon!

 

One year ago, Colorado voters overwhelmingly passed Proposition EE, a ballot initiative to increase the state tax on tobacco, establish a nicotine products tax, and direct funding to a voluntary universal preschool program. As a result, by July 2023, Colorado families, regardless of income, will have the opportunity to access 10 hours of high-quality early care and education per week, per child, in a mixed delivery system, in the year prior to the child entering kindergarten.
