2021 Key Legislative Priorities


CASB believes that public schools are the cornerstone of our democracy, backbone of our economy, and catalysts for successful communities. Every student should have the opportunity to reach their full potential and participate meaningfully in the civic and
economic life of their community, regardless of their zip code, race, learning needs, or background.

 

CASB will engage policymakers on the following key priorities this legislative session:


INVESTING ADEQUATELY AND SUSTAINABLY IN STUDENTS AND PUBLIC SCHOOLS

  • Maintain total program funding for each school district at the dollar amount of the original appropriation for the 2020-21 budget year 
  • Buy down the Budget Stabilization Factor to at least the pre-pandemic amount of $572 million from the current amount of over $1 billion
  • Preserve BEST grant funding
  • Fund programs to close achievement and opportunity gaps from COVID

BOLSTERING PUBLIC SCHOOLS THROUGH EFFECTIVE POLICIES

  • Conduct an independent performance audit of the state’s accreditation framework and accountability system to ensure strong accountability measures are in place to close achievement gaps (LR1)*
  • Keep public dollars in public schools (LR9)*

PRIORITIZING STUDENT LEARNING BY PREVENTING ADDITIONAL DISRUPTIONS TO LEARNING

  • Pause state CMAS testing for 2021 due to pandemic disruptions (LR3)*
  • Extend the amount of time K-3 reading teachers have to complete specific training hours in order for a school district to receive READ Act funding
  • Prevent new mandates that require additional training or implementation (SR2, SR3)*
